At the time, this was Pima County's largest water/wastewater project.
The project consisted of a 4 MGD A+ wastewater treatment plant that includes the following: 11 miles of pipelines ranging from 6-inches to 42-inches diameter, an 8 MGD influent pump station, head works and grit removal facility, two Oxidation ditches, four 90-foot-diameter secondary clarifiers, RAS/WAS pump station, scum pump station, moving sand bed filter system, UV disinfection system,  percolation basins, solids handling facility, head works and solids odor control systems, chemical feed systems, 5,000-square-foot maintenance facility, and emergency overflow basin improvements.
