PCL Construction/Sundt Awarded Pre-Construction Contracts on Two Water Treatment Projects

The two projects of more than $500 million will expand El Paso’s access to potable water.

El Paso, Texas (March 21, 2023) The PCL Construction/Sundt joint-venture team was recently awarded two pre-construction projects with El Paso Water. Pre-construction activities will prepare for upgrades and an expansion on the Roberto R. Bustamante Wastewater Treatment Plant (RRBWWTP), originally built in 1991, and the construction of a new Advanced Water Purification Facility (AWPF) on the effluent side of the Bustamante WWTP. Both projects will expand the city’s access to potable water, improving the quality of life for thousands of residents and meeting the city’s growing East Side demand.

The $400 million project will optimize the facilities at the Roberto R. Bustamante Wastewater Treatment Plant, expand overall treatment capacity from 39 MGD to 51.4 MGD, and extend the plant’s life span by 30 years. The $150 million AWPF will be a 10 MGD direct potable water reuse facility. It will purify the effluent water received from RRBWWTP, and the treated water will be sent directly to the potable water distribution system. The new system will produce an additional 10 million gallons of fresh drinking water, helping El Paso Water meet the demands of a growing population and help mitigate the water shortage that many cities across the nation face.
