Commonly known as GO 10, the project is an infrastructure reconstruction of I-10 on El Paso's west side.

The project extends 5.75 miles and entails four major components: construction of collector-distributor (CD) lanes through the corridor; improvement of I-10's direction connection with Paisano Drive/Border West Expressway; addition of lanes to I-10 in both directions; and reconfiguration of ramps and overpasses at three exits.

Work includes constructing walls, earth embankment and bridges to widen I-10 and provide direct access to collector streets.

The project will also entail upgrades to a portion of North Mesa Street and portions of North and South Desert Boulevard frontage roads, such as improved turning movements and drainage. Turnarounds will be constructed at North Mesa Street and at Sunland Park Drive.
